Analaysts like green light for ‘data highway’ upgrade

Gov. John Kasich’s plan to “open the faucet” on the state’s broadband access is drawing praise and a little caution — but most analysts agree that Ohio’s economy will benefit from the move to higher network speeds for business and research institutions.

The plan, announced Tuesday in the governor’s State of the State address, would invest approximately $10 million in the state’s broadband infrastructure through a recent agreement with Cisco Systems and Juniper Network.

Upgrades will target network systems dedicated to research institutions and businesses. This is separate from the Internet access people use in their homes.

The plan aims to raise broadband network speeds from 10 gigabits per second to 100 gigabits per second.

“It’s sort of the equivalent of making highways into superhighways,” said Dana McDaniel, economic-development director in Dublin, where broadband deployment in recent years has received international recognition and spurred economic development.

McDaniel praised the plan as “a great investment,” while adding, “I think it could position Ohio for the kind of global recognition that we’ve been able to achieve.”

Columbus Partnership CEO Alex Fischer also compared the upgrade to the highway system.

“If we’re not part of the interstate highway network and don’t have an interchange, then we miss out,” he said. “Likewise, if we’re not part of the information highway network, we’ll miss out. Our technology infrastructure is going to be the driver of central Ohio’s economy.”

Kasich said the upgrade to the state’s “data highway” would directly benefit fields including manufacturing, engineering, medical research and education, leading ultimately to job growth.

In medical research, Kasich said, the upgrade would mean that “researchers no longer have to rely on overnight mail to share their massive files on hard drives but can email them instantly. This allows our research hospitals and universities to compete more successfully for the research grants that create breakthroughs in jobs.”

The plan is “a powerful statement,” said Michael Marlowe, president and co-founder of Bluemile, a central Ohio-based data-center company. “(Kasich) has great foresight to realize that expandable, high-availability, low-cost bandwidth is vital to business.”

New Albany is an example of how the upgrade could create economic development, said Scott McAfee, public information officer for the city.

“Our broadband network has been crucial in bringing in new jobs,” McAfee said. “It’s brought in over 3,500 jobs in the last three years to New Albany. It’s opened up new niches for us as well. We’ve been able to recruit data centers and create a niche with Fortune 500 companies we didn’t have previously.”

The expansion will use an 1,800-mile fiber-optic network already in place, operated by OARnet, a member of the Ohio Board of Regents Ohio Technology Consortium. No federal funds are involved, and no additional fiber networks will need to be installed.

The upgraded fiber-optic network will connect Ohio’s major metropolitan areas to northern and southern connection points of Internet2, a separate system from the Internet that was created in 1996 after universities realized that they were outgrowing the original system’s capacity.

While Kasich’s plan will lead to economic growth, it is far from revolutionary, analysts said.

“What he has announced is in line with what the networking industry is doing right now,” said Lee Ratliff, senior analyst for broadband and marketing research firm IHS iSuppli. “For a number of years, 10 gigabits per second have been standard. Starting a few years ago, upgrade efforts were under way to go to something else, initially to 40 gigabits. But, for the most part, industry decided it was going to leapfrog straight to 100 gigabits.

“So, nearly every network owner is in the planning stages for this upgrade.”

Technology industry analyst Jeff Kagan was wary of being too optimistic about the plan. While such speed “is what people and businesses want and will be good for building the economy, the question is, should this be government-driven or private-industry driven?” Kagan said. “I have not seen this dream work in any other city — not yet, anyway.”

The project will use $8.1 million in Third Frontier money to connect Cleveland, Columbus, Cincinnati, Dayton and Toledo to the network by June. That will be followed by connections to Akron, Athens and Youngstown by October.

The state also said public and private partners would invest $2.3 million in a state-of-the-art innovation center at Ohio State University.

Local business leaders expect the roster of companies in the New Albany business parks to keep expanding into 2012, as more new buildings are being built to attract businesses to the area.

“We’ve had unprecedented success in attracting companies, literally from all over the world,” said Bill Ebbing, chief executive officer of the New Albany Co., the area’s largest developer.

Ebbing and others detailed past successes and talked about the future during the New Albany Chamber of Commerce’s annual “Community Update” breakfast at Winding Hollow Golf Course on Sept. 15.

Since 2009, Ebbing said, New Albany has attracted 2.1 million square feet of new business construction in the business parks. Those businesses are adding 2,500 new employees to the local tax base.

To continue the forward progress in a down economy, Ebbing said, the New Albany Co. (NACo) is again partnering with the Daimler Corp. to build a 108,000-square-foot, four-story office building north of state Route 161 and beside the Waters Edge building. It will be a mirror image of the building that houses the NACo offices. Though demand for office space has not been high recently, the building is full and Ebbing said there is interest in a new building.

NACo and Daimler also are starting construction in October on one of three speculative buildings to be marketed to the research and technology industries. The first will be off Central College Road in the research and information business campus.

Ebbing said NACo is finding some companies are interested in spaces without a lobby. Instead, they want a separate entrance to their portion of the building, which comes with a cheaper price per square foot without the common area. NACo already is pursuing two tenants for the first speculative building, which should be completed by the spring of 2012.

Mayor Nancy Ferguson and Ebbing both said the community has been prosperous because of its infrastructure, planning and public-private partnerships. They cited the installation of American Electric Power’s dual electric power system in the campuses and the fiber-optic access that Bluemile extends even to small businesses.

Ferguson said the first business park was developed in New Albany 13 years ago and the campuses have continued to prosper, even in the worst economic downturn since the Great Depression.

The city has four distinct business campuses:

• The research and technology campus, off Central College Road, which includes new construction by Nationwide Insurance, Motorists Insurance, PharmaForce and the TJX Cos.

• Medical campus, off Smith’s Mill Road at U.S. Route 62, which includes an addition to the Mount Carmel New Albany Surgical Hospital, a 60,000-square-foot medical office building, a 120-room Courtyard by Marriott Hotel and a rehabilitation center being built by Communicare.

• Personal care and beauty campus, north of state Route 161 and east of Abercrombie & Fitch, which includes new companies focused on producing, packaging and distributing beauty products. Ebbing said it includes Accel, Axium Plastics, Anomatic, the Knowlton Development Corp., VeePak, Alene Candles and Sonoco Plastics.

• Blacklick campus, which includes Abercrombie & Fitch and land north of Route 161 and west of Beech Road. It soon will include Bob Evans Farms’ corporate headquarters on the east side of the campus.

Employees who work in the business campuses need restaurants and other services nearby. Ebbing said new restaurants and service businesses are coming to New Albany because of the increasing number of employees will work in the business campuses. Some of the newest ones include a McDonald’s, a Steak ’n Shake, a Chipotle, a Firestone vehicle care center and a Goddard School, all of which are being built north of the Giant Eagle strip center off New Albany Road.

“It’s all about convenience for employees,” Ebbing said.

Chamber president Eileen Leuby said the community update attracted more than 120 people this year. Representatives from the New Albany-Plain Local School District and local businesses also spoke at the breakfast.

The Future of Braodband Technology panel discussion took place on July 13th, 2011, at 2-3:30 p.m. at The Ohio Chamber of Commerce, 230 East Town Street, Columbus, OH 43215. Panelist participants include The Ohio Department of Jobs and Family Services, Bluemile, TekOrange, IQity and the Ohio Chamber of Commerce.

On July 13th, Technology for Ohio’s Tomorrow (TOT) hosted a panel discussion addressing the importance of supporting growth and innovation in Ohio telecommunications and broadband and continuing to create policies that incentivize private sector investment. The panel titled the “The Future of Broadband Technology” takes a critical look at what advancements in broadband and mobile technologies mean to Ohio businesses and consumers, and what the future is for these technologies. Furthermore, the event addresses the current broadband atmosphere in Ohio, including how the AT&T and T-Mobile merger will positively impact access for consumers. The panel featured industries and companies that most significantly benefit from broadband and talk about what the future of these industries and companies look like with better, faster access. This dialogue with residents and organizations in Columbus was held to determine how best to bring the benefits of broadband to them.
